I heard of a scam at a hospital, They ran a football card you know the one where you sell about 60 shots for 25p or some such stake to raise funds for good causes. They would x ray the cards and filled in the team visible under the scratch off label and won most of the cards they sold, They didn’t win all the cards as this would be a give away.

They are not allowed to claim prizes from the lottery. Its in the Terms and Conditions, anyone who sells lottery and thier families are not allowed to participate.

They have to put them into a machine - cards are likely to be registered to that shop-owner to stop that kind of thing.
